Strengthening National Health Security through the One Health Approach

Background

The $4.5 million Pandemic Fund grant supports a partnership between the Cabo Verde Ministries of Health (MOH), Finance, Agriculture and Environment, national universities, and the World Bank (as the Implementing Entity) to strengthen the country’s national health security through a One Health approach. The grant builds on an additional $2 million in co-financing and $13 million in co-investment from these partners.

Background

Burkina Faso confronts a myriad of development and humanitarian issues that have been exacerbated by growing governance and security challenges and rising numbers of Internally Displaced Persons. By the end of 2022, over 200 health facilities had been closed due to security issues, restricting access to primary health care for over 2.4 million people.

Background

Landlocked in the South Asia region—a region considered one of the global hotspots for emerging infectious diseases—Bhutan is highly vulnerable to disease outbreak threats of pandemic potential. Despite the country’s ongoing health and socio-economic recovery from the COVID-19 pandemic, critical gaps persist in disease surveillance, detection, and coordination response.

Senegal

Mohamed Konate is a career diplomat who began his career 20 years ago in the Ministry of Foreign Affairs of Senegal, where he served as Head of the Africa Division (2004–2006) and then as Senior Adviser to the Permanent Mission of Senegal to the United Nations Educational, Scientific and Cultural Organization (UNESCO) in Paris (2006–2011).

Rwanda

Prof. Claude Mambo MUVUNYI is the Director General of Rwanda Biomedical Centre. He has more than 10 years of technical, managerial, and strategic experience and expertise in the field of clinical and public laboratory medicine with special focus on clinical microbiology, laboratory systems and service strengthening, and global health security. 

Philippines

SECRETARY RALPH GONZALEZ RECTO DEPARTMENT OF FINANCE Ralph Gonzalez Recto is the current Secretary of the Department of Finance (DOF) and Member of the Monetary Board, the highest policy-making body of the Bangko Sentral ng Pilipinas (BSP), representing the government. 

Pakistan

Syed Moazzam Ali is a civil servant in the Government of Pakistan and has 30 years of professional experience at the Federal level. Presently he is working as Additional Secretary, Ministry of National Health Services Regulations and Coordination and is dealing with policy, development, administrative and financial matters of the Ministry besides coordination with development partners for implementation of international commitments in health sector. 

Guyana

The Honourable Dr. Frank Anthony, Minister of Health has been practicing medicine in Guyana since 1993.  In addition to being in clinical practice over the years, Minister Anthony taught at the University of Guyana as an adjunct professor in Public Health and consulted for several organisations in this field. From 2006 to 2015, he served the people of Guyana as the Minister of Culture Youth and Sports, and as the shadow Minister of Health from 2015 to 2019.  

China-Saudi Arabia

Mr. Bo Zhang is Deputy Director General of the Center for Evaluation of the World Bank Loan Projects, Ministry of Finance of China since his appointment in July 2021.From 2016 to 2021, he successively served as director in the General Office and the Budget Department of the Ministry of Finance. He transferred to the General Office of the National Council for Social Security Fund and served as director during 2017 and 2019. 

He holds a Ph.D in Finance from Renmin University of China.
