Umesha de Silva joined the Pandemic Fund in January 2024 as its Senior Partnerships Specialist, responsible for overseeing its resource mobilization efforts and strategic partnerships. In previous roles, Umesha supported the CEO of the Climate Investment Funds on fund mobilization for its priority investment areas, technical assistance and knowledge platforms, as well as strategic positioning in the global climate aid architecture. Previously, Umesha served on the World Bank Group’s Board of Executive Directors, representing Canada, Ireland, and the Caribbean, and advising on corporate governance, development effectiveness, global development challenges, and capital replenishments.

As a Canadian national, she also served in the Canadian foreign service for over 10 years, holding several positions that led on policy development, multilateral programming, and strategy, working specifically on food security and nutrition, energy and extractives, and global health. Umesha has a Masters in International Development and Globalization from the University of Ottawa.
